New Orange parking zones!

After all the rains of the recent months, spring has finally arrived, with temperatures reaching upto the 30´s and beyond. The streets, restaurants and beaches, full of people, feel like we´re in mid-summer already.

It seems like everyone is rushing to make up for the grey and wet days that seemed to linger on for too long. The on-off trade wars which are becoming almost boring in context, are being brushed aside, in an attempt to bring some light and joy to the uncertainty that comes with the global tensions.

If you´re going to the beach this summer you may see orange parking zones around Novo Sancti Petri, La Barrosa & Loma del Puerco. This comes into force from mid June to mid September, and is aimed at tourists and non-residents to generate some income but also to help alleviate the parking problems around this time of the year.

If you pay your road tax (Impuesto de circulacion) in Chiclana you are exempt and don’t need to do anything as your details will be used to identify your exemption. If you work or rent in the Orange zones, then you can apply for exemption. See here for info and registration: https://apparkya.com/estacionamiento-regulado/chiclana

Blame it on the foreigners!

It seems despite the social parties general manifesto of equal rights for all, it doesn´t quite apply when it comes to foreigners. I wrote recently about the threat from the prime minister of Spain, Pedro Sanchez to apply a 100% tax on property purchases by non-EU, non-resident citizens.

It seems that that threat is being carried out, and it applies to a tax of 100% of the property value! The motion is being presented in parliament for approval. If this goes through, it will have quite an impact on the market, and the economy. It will literally stonewall all foreign buyers, and result in lost revenues to the tune of tens of millions of Euros for the government, and hundreds of millions over the coming years.

Having discussed this previously, they seem to have stalled when it comes to building new, affordable social housing, which by comparison is one of the lowest in Europe. The govt´s stance seems to be “blame the foreigners, not us!”. So where do they go, they go to strangle the rental market in the hope that the owners/landlords of these will resort back to long term rental, or flood the market with homes for sale that they can´t/won´t rent in the hope this will lower prices.

As part of this strategy, a new national register of rental properties has been setup obliging anyone who rents apartments or houses short term (less than 3 months) to register on the Land registry website, so they can be “controlled” at a national level. This unique registration number now needs to be displayed on all rental websites.

This is in addition to the existing registrations law abiding owners have in place at the region level. One could be foolish enough to ask, “well why doesn´t the state govt ask the regional govt for this info instead of burying everyone under more bureaucracy”. My reply is “don´t ask such silly questions”.

Cadiz city has now imposed a 3 year ban on any new rental licences, and Chiclana has practically stopped giving licences to any rural houses that don´t have the 1st occupancy licence.

Having said all this, apparently, the government has identified approx. 60.000 properties that are being illegally rented nationwide. Is this number true, will it help their cause? I´m not so sure, as these properties may not necessarily move to long term rentals. So they have a caveat in place, higher taxes for those properties that stay empty!

In my opinion, if they can safeguard landlord´s rights when renting long term, then this will have a far more positive and greater impact on the housing situation than the short term, desperate and damaging actions being implemented now.

This new registration law comes into effect 1st July, so if you haven´t done so already, you need to do it soon. See here for info and registration: https://sede.registradores.org/sede/sede-corpme-web/registro-bienes-muebles/presentacion-telematica/bienesmuebles-nra

You will also need to have an electronic certificate to do so, which makes it even harder for existing non-EU, non-residents to obtain, as you need to physically identify yourself in front of an official witness. In this case, you may approach your local Spanish embassy.

Joke of the Month:

Three men are in the middle of a desert when their car breaks down. For their hike to town, they each decide to take one thing with them. One man takes a jug of water. The second man takes a sandwich. The last man takes one of the car doors.

The first man says to the last man, “I’m bringing the water because if I get thirsty, I can take a drink. And it makes sense to bring a sandwich in case we get hungry, but why bring a car door?” The last man replies, “If I get hot, I can just roll down the window.”
